From 25 November 2026, Victorian agents’ representatives must hold direct individual registration with the Business Licensing Authority. Existing workers and new applicants have different steps.

One announcement, two important dates

Consumer Affairs Victoria lists registration changes from 25 November 2026 and annual CPD requirements from 1 April 2027. As at our 8 October source check, both dates are still ahead. The CPD announcement describes a minimum of five activities each year, including mandatory topics and written assessments. Check the regulator’s implementation guidance as the start date approaches. If you are studying now, it is natural to wonder whether your course has suddenly become the wrong choice. The useful question is more specific: which rules apply on the date you intend to begin work?

Already employed? Check the record

CAV says agents’ representatives employed by a licensed estate agent on 24 November 2026 will be automatically registered if their employer has notified the BLA. Its detailed instructions say employer notification must occur by midday on 24 November; otherwise the person must apply through myCAV from 25 November.

Starting after the change? Include an application step

New applicants from 25 November must register with the BLA and pay the applicable fee. The change does not turn an agent’s representative into an independent estate agency operator. Representatives must still be employed and supervised by a licensed estate agent.

That distinction matters when planning a start date. Ask a prospective employer how they will check your eligibility, and allow for the registration process before regulated duties begin. Ask your training provider for a clear explanation of the qualification it will issue and the Victorian pathway it supports.

Keep earlier and later guidance in context

CAV’s existing agents’ representative page explains the employer-led system before the new registration date. Read it alongside the transition announcement rather than treating the two pages as competing answers. Existing role and eligibility guidance

Save a dated copy of the official instructions relevant to you. Put a reminder beside your intended start date to recheck fees, forms and any further implementation details. Small checks now can prevent a rushed conversation when an employer wants you to begin.

What still needs checking

  • No personal eligibility or provider quality is determined. Check your own records and the current official requirements.
